首次提出“POLC”施工管理理念。基于“POLC”的管理职能，结合实用主义、人本理论、效益最大化的管理方针，通过因时、因地、因人而异的有目的性、有创新性、有层次性的管理理念，指导工程实践，安全高效的完成副井提升机安装的任务。
